MY RESPONSE: Our site used a free chat application called "Tinychat". The RE/CAPTCHA security is built into the application, we have no control over how it is applied. Based on this, I've elected to not carry the chatroom service on the Policeinterceptor.com site going forward. Quite frankly, having a portal to an unrestricted chat service does open the site up to content carried outside its control by person(s) unknown. Looking at some of the Tinychat content & chatroom names recently on their site, I probably should have taken this step years ago. This action completely and permanently resolves the complaint.
Users that want to create independent chat rooms using this service have the option of going to the site directly at "http://www.tinychat.com" and joining an existing chat room or creating their own using the "instant room" button at the top of the screen. This is NOT an endorsement of the Tinychat system by our site, merely a bridge for continuity if any users want to continue using this service on their own.
